These are the confirmed values from the full preview. Some things can still get pulled before it ships, but the numbers below are what's going to PBE.

Champion Buffs

Garen

Q ms duration: 1-3.6 → 1.4-3.6
E damage: 4-16 + 38-50% total AD → 4-16 + 40-52% total AD

Lee Sin

Q1/Q2 base damage: 60-180 → 65-185

Lillia

[P] Monster heal AP ratio increased to 15% AP from 9% AP
[Q] AP ratio increased to 35% AP from 30% AP
[R] Base damage decreased to 100/150/200 + 40% from 150/200/250 + 45%. Cooldown increased to 150/130/110 from 140/120/100

Mel

[Q] damage per additional bolt: 5-9 → 5-13
[R] base damage: 100/150/200 → 125/200/275
[P] minion mod: 0.6x → 0.5x

Nocturne

[P] CD: 13 → 12
[Q] bonus ms: 15-35% → 20-40%

Volibear

[Q] BAD: 110% → 105%

[W] Cooldown starts on W clone expiration

Champion Adjustments

Power shifts, not straight buffs or nerfs. These champs are getting moved around rather than just turned up or down.

Varus

[Q] max damage: 80-400 + 130-170% bonus AD → 80-360 + 150% bonus AD
[W] on-hit damage: 8-44 + 25% AP → 8-44 + 25% AP + 15% bonus AD

System Changes

Total price: 3000 → 2800

Locket

Shield: 200-360 (scaling from level 1) → 290-360 (scaling from level 8)
